In Los Angeles, villains kidnap the minor daughter of a Chinese consul who was taught kung fu by Inspector Lee in Hong Kong. The consul summons Lee to America to participate in the girl's release.

The FBI agents ask the police to assign them the lowest-ranking officer to take on the Chinese and show him the sights and, most importantly, not allow him to interfere in their affairs.

It turns out to be the most talkative policeman Carter. Naturally, after a series of disagreements and misunderstandings, they join forces and take up the rescue of the hostage in earnest.
